Level 2 audits collect utility bills over several months to determine the best way to achieve lower rates. A Level 2 audit follows a Level 1 audit; in other words, you do not do a Level 2 without first completing a Level 1. Deciding not to move on to Level 2 will take away the opportunity to collect the data needed to justify implementing a plan.
